Since the average US household uses about 10-12 thousand KwH (kilowatt hours) in electricity each year a surtax of, say, 100% would be levied on homes consuming more than 20 thousand KwH a year. That's a healthy gap to make sure we don't injure anyone
The fun part is that Al Gore, who reportedly uses more than 200 thousand KwH in a year (in just one home) would have to pay twice as much for about 180 thousand of those KwH.
Surely $0.15-$0.20 a KwH isn't too much to spare for such an urgent, necessary matter?
