I don't trust the government to either understand what net neutrality is or administer any sort of regulatory mechanism to ensure it. Anything they do will end up corrupted by lobbyists and political machinations.
I think the consumer will always vote (with their money) in favor of open, "neutral traffic" providers. Consumers largely drove the cell phone providers to offer unlimited plans without "roaming" fees, etc. I'd hate to see what cell phone plans would look like under a "Ma Bell" type regulatory structure.
My daughter once asked me "what does 'long distance' mean?" when watching a movie filmed in the 80s where the kids got in trouble for making long distance calls. :D I told her that was back when the government controlled the phone system.
